Developer Downing has received planning approval from the Old Oak and Park Royal Development Corporation (OPDC) for a major new development in North Acton, delivering 668 new homes and addressing the growing demand for high-quality student and residential accommodation in the area.
The approved scheme, which replaces the existing Holiday Inn Express on Victoria Road next to North Acton Tube station, is part of the wider North Acton Town Centre Cluster masterplan. The masterplan aims to transform the area into a dynamic, high-density neighbourhood town centre. The plans were refined through engagement with the local authority, with an updated submission made in September 2024.
The 2,235 sq. m development will feature two towers: a 31-storey Purpose Built Student Accommodation (PBSA) building providing 609 student beds, and a 17-storey Build-to-Rent (BTR) building with 59 residential units. The scheme also includes 35% affordable housing, 255 sq. m of commercial retail space, and a range of external amenity areas. As a car-free development, it prioritises sustainable travel, with only accessible parking spaces provided.
In line with London's environmental goals, the project is designed to deliver a 77% reduction in on-site carbon emissions, utilising Air Source Heat Pumps (ASHP) and Photovoltaic (PV) panels. The PBSA building will be constructed to BREEAM Excellent standards and both towers are designed to exceed London Plan CO₂ reduction targets. The buildings are also future-proofed with the flexibility to connect to the proposed Local Authority District Heat Network.
The development features enhanced public realm areas that align with the emerging North Acton public realm strategy and include adaptable space for potential future station upgrades. Landscaping and green spaces are a key feature of the scheme, with a wildlife garden and podium courtyard in the PBSA tower, and a rooftop garden and children’s play area in the BTR tower.
The project will also be designed to achieve Secured by Design accreditation, reinforcing its commitment to safety and community wellbeing.
Construction is expected to begin following final preparatory works, adding momentum to North Acton's transformation into a thriving urban hub.
