VolkerStevin And VolkerFitzpatrick Appointed By Ports Of Jersey

VolkerStevin and VolkerFitzpatrick, as part of Portside, have been appointed by Ports of Jersey to design the construction phase of the Elizabeth Harbour redevelopment.

This appointment marks a key milestone in the St Helier Harbour Master Plan, which aims to boost freight capacity and enhance the passenger experience.

Portside is a collaborative alliance made up of VolkerStevin, VolkerFitzpatrick, and Geomarine, with additional support from strategic partners Boskalis Westminster and Arup. The alliance brings together significant expertise in large-scale port infrastructure with local insight and resources from Geomarine.

The design contract sets the stage for construction work to begin in Autumn 2026, with the project scheduled to run through to Winter 2028. The reconfiguration of Elizabeth Harbour includes the creation of a suspended deck that will consolidate lift-on/lift-off (LoLo) and roll-on/roll-off (RoRo) freight operations. Key works will involve dredging, land reclamation, and the construction of a concrete wall and revetment to protect the shoreline from erosion and wave damage.

Once complete, the redevelopment will enable the relocation of operational equipment such as cranes and forklifts from New North Quay to the new freight facility at Elizabeth Harbour. This move is expected to increase freight-handling capacity, enhance operational safety, and streamline logistics.

Planning permission for the project was granted in November 2024. In addition to the freight infrastructure upgrades, the wider Harbour Master Plan includes replacing the existing Elizabeth Terminal and redesigning adjacent public spaces. The project is set to play a central role in supporting Jersey’s economic growth and long-term infrastructure needs.
