Pagabo Opens Bids for £26bn National Developer-Led Framework

National procurement specialist Pagabo has officially invited suppliers to bid for a place on its new National Framework for Developer-Led Schemes. The second iteration of the framework carries a massive anticipated value of up to £26bn and is designed to provide a compliant route for public sector bodies to secure transformative development projects.

The framework is fully compliant with the Procurement Act 2023 and Procurement Regulations 2024. It will run for a closed four-year period starting from 19 October 2026. This launch is a key part of a 10-year strategic delivery partnership between Pagabo and YPO, with YPO serving as the centralised procurement authority and Pagabo acting as the framework manager.

In a first for the framework, development consultants and legal providers have been included alongside traditional developers to provide clients with a comprehensive turnkey solution. The offering is divided into seven distinct lots, covering everything from consultancy and legal support to large-scale development agreements and special purpose vehicles.

The lots are structured as follows:

• Lot 1: Development Consultants (from £0+)

• Lot 2: Development Legal Providers (from £0+)

• Lot 3: Special Purpose Vehicle Schemes (up to £100m)

• Lot 4: Special Purpose Vehicle Schemes (£100m+)

• Lot 5: Development Agreement Schemes (up to £50m)

• Lot 6: Development Agreement Schemes (from £50m+)

• Lot 7: Development Management Services (from £0+)

The framework serves the entire UK, divided into eight geographical regions: the North, Midlands, Southwest, and Southeast of England, London, Scotland, Wales, and Northern Ireland. It is available to all public sector organisations, including local authorities, NHS trusts, education providers, and housing associations.

Jonathan Parker, development director at Pagabo, said: "The Framework for Developer-Led Schemes has seen extensive use UK wide due to its substantial impact on client ambitions and built environment development. The existing framework supports clients with very prominent challenges in the market, such as compliance, viability and risk, with the new offering designed to do exactly the same and more – while conforming with updated procurement regulations set out within the Procurement Act.

"We'll continue to work closely alongside YPO, appointed suppliers and interested clients to offer effective procurement solutions and support throughout schemes. As well as wanting to see the framework continue contributing to major development and growth across the UK, the framework's characteristics will ensure value for money, collaboration and impactful social value are prioritised in every procurement."

The first iteration of the framework has already delivered projects worth £7.8bn. The new version will utilise the "Pagabo+" digital platform to manage all activity, from call-offs to performance monitoring. Suppliers will also have access to the Loop social value and Sypro contract management platforms to enhance project delivery.

The deadline for tender submissions is 12pm on 3 July.
