The Homes and Communities Agency (HCA) are looking to appoint housing developers and development consortia for its Delivery Partner Panel 2 (DPP2). The procurement will be a collaborative initiative between the HCA and the Greater London Authority (GLA).
The procurement of the HCA panel is being managed under OJEU tender and will be divided into geographical lots. The GLA are procuring a panel for London which will run alongside the HCA’s DPP2.
DPP2 will be used not only by the HCA but is also available to other public sector bodies to help them streamline their procurement process. By providing access to a pre-qualified list of housing developers the panel makes procurement more efficient, in turn delivering time and cost savings. Access to DPP2 will also be extended to central Government departments, potentially increasing the amount of business to be procured.
This new panel will replace the HCA’s existing Delivery Partner Panel which has been in place since January 2010 and has been well used by both the HCA and its partners. The panel has been used by the HCA and over 100 partners to procure approximately 24,000 homes across 111 sites.
The HCA’s DPP2 will be split into four geographical lots rather than the three on the existing panel. The new lots aim to improve coverage and service for both panel members and users. The number of members for each area has also increased from 17 to 25 to again give greater choice, flexibility and access to market, in view of the amount of public sector land likely to be brought forward in the current spending review period.
Richard Hill, deputy chief executive at the HCA, said: "Bringing forward more land for development and speeding up the rate at which it is made available is a priority for Government and our current delivery Partner Panel has become a key part of our enabling offer to local authorities and other public sector partners.
"Going forward we will be looking for financially robust organisations that can demonstrate delivery in the current market, strong local relationships and a good knowledge of local conditions."
