Intensive lobbying by Liverpool means European grants could become available to help local people make their homes more energy efficient.
Councillor Flo Clucas, the city's deputy leader, in her position as a senior member of the Committee of the Regions, managed to persuade her EU colleagues to allow Euro funding for energy efficiency measures in housing.
The decision could mean hotter homes for less cash as grants could be made available to help low-income families with the cost of heating, draught proofing or better insulation.
The UK Government is currently evaluating whether local council's can utilise the cash and an announcement is expected by the end of the month.
Ms Clucas said: "It is great to see all the hard work we have done over a number of years finally bearing fruit. We will continue pressing the UK Government for a positive response - allowing those best placed to help local people and the environment."
