The opening of the iconic Pontypridd building illustrates Rhondda Cynon Taf Council's commitment to regenerating the market town and transforming it into one of South Wales' top shopping destinations.
The £10m scheme is the first part of the Council and the Welsh Assembly Government's improvement plan for Pontypridd and will act as a catalyst for the wider regeneration of the town.
Located at St Catherine's Corner, the landmark structure, built by construction company Macob, includes a 320-space car park and extensive office space on the upper floors.
The two service areas of Development and Regeneration and Children's Services will occupy three upper floors of the building that accounts for over 12,000 square feet of office space to accommodate 124 members of staff.
The new building will offer much improved access and facilities for the public given its proximity to good road, bus and rail links across the county borough.
This is particularly important for the Children's Services department as it means that foster carers will have better access to staff and managers and many of the families in need of support who previously encountered difficulties when attending meetings in their previous office, will now be able to do so much more easily.
The Council's Development and Regeneration Service is delivering the Economic Regeneration Strategy for the area. The Strategy includes the physical regeneration of major town centres, supporting the growth of local businesses and social enterprises, the Rhondda Cynon Taf Business Club, the new Local Development Plan for RCT and neighbourhood renewal initiatives.
Leader of the Councillor Russell Roberts said: "The re-development and regeneration of Pontypridd is one of this Council's main objectives and I am delighted to be formally welcoming two of the council's key services to the development.
"This announcement is not just about Pennant House, it is a signal that we are making progress in Pontypridd and the town is well and truly open for business and regeneration. I firmly believe Pennant House will act as catalyst for future economic regeneration and inward investment."
Future projects include the lighting schemes of the William Edwards Bridge and Brunel Viaduct, along with the creation of an iconic sculpture at the southern gateway to the town.
