Plans for a £4.5bn Brent Cross regeneration scheme have been submitted to Barnet Council.
The site, between Brent Cross shopping centre and Cricklewood Broadway, will create a new town centre if the proposal is given the go-ahead.
The project will create 27,000 jobs, 7,500 homes, three schools, new health facilities and open spaces, according to Brookfield Europe and Hammerson and Standard Life Investments.
The leader of Barnet council, Cllr Mike Freer, said: "This is a major development that will deliver a new residential area of the highest quality, and which will also achieve the highest possible eco standards."
The plans will go on exhibition next month.
