The Tory Quality of Life Group have published a report which sets out a range of policy proposals concerning electricity generation.

Central to its propositions is making the reduction of carbon emissions the main energy policy goal.

Commenting on the report, David Porter, Chief Executive of the Association of Electricity Producers, said: “I am glad that the Quality of Life Policy Group wants to strengthen the EUETS, which sets a limit on carbon emissions under which firms can make investment choices. They also recognise the importance of diversity in electricity production. At the same time, however, the report seems to favour a number of prescribed outcomes, many of which should be business decisions in a carbon-constrained market. Overall, energy prices and security of supply seem to be subordinated to environmental policy. Somehow, the right balance has to be found there.

"Our members are contemplating massive investments - over £20 billion in the next 12 years - in new power stations to replace ageing plant. A stable public policy framework is vitally important to them, so we shall be discussing with the politicians what this report really means for investors.”
