A major planning agreement has been finalised for a new community in Water Eaton, earmarking more than £24.6 million for local infrastructure and services. The project, a joint venture between Bellway and Christ Church Oxford, will see up to 800 new homes built on land to the east of Oxford Road, serving as a new gateway to the city.
The development is notable for its high proportion of affordable housing, with up to 400 energy-efficient affordable homes planned. Cherwell District Council's planning committee initially backed the outline plans in June 2024, and the recently issued formal agreement details the extensive financial commitments made by the developers.
The £24.6 million investment package is distributed across several key public services:
• Education: Over £13.6 million combined for primary and secondary schooling, including the provision of land for a new primary school.
• Transport: More than £6.5 million dedicated to road and transport improvements.
• Leisure: Over £2.2 million for sports facilities.
• Community: Funding for household recycling initiatives and a dedicated community development worker.
Sustainability and biodiversity are central to the masterplan. The project has been awarded a Building with Nature design accreditation and aims to enhance local biodiversity by more than 20 per cent. The layout incorporates vast parkland, orchards, and play areas, all interconnected by cycle paths and walkways to encourage green travel.
Furthermore, the developers have committed to protecting historic features on the site, specifically the underground remains of historic barrows.
Paul Smits, Managing Director for Bellway Northern Home Counties, emphasised that the plans lay the foundations for a complete neighbourhood rather than just a housing estate. He noted that the mix of vast green spaces and financial support for local services will deliver tangible benefits to the Oxfordshire region.
Wilf Stephenson, Chief Information Officer for Christ Church, highlighted that the 400 affordable homes reflect the institution's commitment to the local community. He stated that their Responsible Ownership Policy has set rigorous standards for ecology, carbon, and wellbeing throughout the design process.
With outline planning consent now formally approving the masterplan, Bellway is preparing to submit detailed applications. The first of these, focusing on essential infrastructure, is expected in the coming weeks, followed by residential applications. Construction is tentatively scheduled to begin later this year.
