Persimmon Homes Cornwall & West Devon has submitted an outline planning application for up to 300 homes in Saltash, setting the principle for development with detailed proposals to follow if consent is granted.
The housebuilder said it carried out extensive engagement before filing the bid, working with Cornwall Council, its Design Review Panel and planning committee members, speaking with consultees, offering to meet Saltash Town Council, and running a public consultation.
In response to feedback, land for a community hub has been included within the plans for Latchbrook Farm. A dedicated website was made available to the public ahead of submission.
Thirty per cent of the homes are allocated to a local housing association to help address the council's waiting list, which stands at more than 25,000 households.
The proposals feature active travel routes, an equipped play area and a natural play space, with over half the site safeguarded as green space. The scheme also includes cycle storage, biodiversity net gain and wildlife corridors.
If approved, the development would be accompanied by millions of pounds in community investment and is intended to link with other nearby infrastructure projects to ensure new neighbourhoods connect smoothly with each other and the town.
Land immediately north of the site has been reserved for a new school, and Persimmon intends to contribute towards its opening, with funding also available to the council to improve existing schools.
A neighbourhood centre is also proposed at Treledan, with a direct link planned once an overpass is constructed.
The Persimmon site would connect to a proposed pedestrian and cycle overpass from Treledan across the A38 to Liskeard Road, providing an onward connection to the roundabout, alongside efforts to deliver a bus stop serving the development.
