Stepnell Secures Place On £428m North West Construction Framework

Construction firm Stepnell has been appointed to the £428 million North West Rise Construction Framework, strengthening its presence in the region and supporting its broader UK growth plans.

The appointment follows the opening of the company’s Liverpool office and marks a further step in its strategy to build long-term partnerships and deliver sustainable development across the North West. The contractor aims to provide high-quality, socially responsible projects through established public sector frameworks.

The framework, procured by Regenda Group in partnership with Rise Construction Framework, will run until March 2030. Stepnell has been named as one of five contractors on Lot 1 – General Construction for projects valued at more than £15 million.

A total of 79 tenders were submitted for the lot, with 38 firms ultimately appointed across the framework, placing Stepnell among a competitive group of large-scale contractors.

Craig Finn, framework director at Stepnell, said: "This is a significant appointment for Stepnell and a strong endorsement of our approach as a responsible, long-term construction partner.

As part of its role, Stepnell will contribute to a range of regional initiatives, including supporting care leavers, engaging with Rise’s social mobility programme, and taking part in volunteering and fundraising activities. The company will also work alongside voluntary, community and social enterprises (VCSEs) and support engagement with school leavers.

Over the past decade, the framework has generated more than £100 million in social return on investment. It supports a range of public sector clients, including local authorities, NHS trusts, emergency services, housing providers and educational institutions across North West England, North Wales, and Yorkshire and the Humber.
