Oldham Council has begun the search for a long-term Strategic Energy Partner to deliver its ambitious Green New Deal across the borough, inviting organisations to come forward.

The partnership would back the rollout of clean, locally generated energy in Oldham, aiming to cut carbon emissions, reduce dependence on fossil fuels and help shield residents and businesses from rising energy costs.

Oldham's Local Area Energy Plan identifies up to £5.6 billion of potential investment to transform the borough’s energy system. The council is seeking a partner with the expertise and financial capacity to turn this pipeline into projects on the ground.

Early priorities could include a low-carbon heat network in Oldham town centre, renewable power generation on council-owned land and buildings, and an expanded electric vehicle charging network.

The programme is also expected to create jobs and training, working with organisations such as GM Green Economy and Oldham College so local people benefit directly from the shift to a greener economy.

The tender is due to be published on Friday 27 March 2026, with details available via The Chest and the Find a Tender service. The council aims to appoint a partner in autumn 2027.
