Steelwork Rises At Junction 4 Industrial Scheme In Skelmersdale

Construction is progressing on a major new employment development in Skelmersdale, with the first steel frame nearing completion at the £14 million Junction 4 scheme in White Moss Business Park.

Contractor Caddick Construction is delivering the project on behalf of client Tawd Valley Developments (TVD).

The development will provide 45 new business units, totaling over 100,000 sq. ft., and is expected to support up to 125 jobs. Units will range in size from 150m² to 321m² and will feature rooftop solar panels to reduce energy costs for occupiers.

"This is a key plan in our remit to boost the economy of West Lancashire and the employment opportunities for local residents," said Mark Kitts of Tawd Valley Developments.

"In recent years developers' focus has been on 'big box' schemes, whereas the mainstay of the Skelmersdale market has generally been smaller industrial units and trade counters. We can plug that gap with best-in-class units right on junction 4 of the M58."

Tawd Valley Developments, wholly owned by West Lancashire Borough Council, has been tasked with enhancing the borough's housing and employment stock and was recently appointed master developer for the £150 million Skelmersdale town centre redevelopment. Other projects include a solar farm providing energy to the grid and local businesses, and several housing schemes in Skelmersdale and Upholland. TVD is also helping implement the council’s accommodation strategy approved in 2025, optimising office space and generating cost savings.

Procured through the NEPO Construction Works framework, the scheme was designed by John McCall Architects and ARP Engineering, with Ridge and Partners acting as employer’s agent.

The Junction 4 development is expected to be completed in December 2026.
