Bouygues UK Completes First Phase Of Tustin Estate

Bouygues UK has completed Phase 1 of the Tustin Estate regeneration in partnership with the London Borough of Southwark, providing 167 high‑quality new homes for existing residents on the 1960s estate near Old Kent Road.

Acting as both developer and contractor, the company's milestone marks the first stage of a £303 million programme to deliver 690 homes across the estate by 2030, with a focus on replacement affordable housing and sustainable, resident‑centred design.

The scheme was shaped through a resident ballot in February 2021, in which the community voted for comprehensive renewal. Ongoing engagement via the Tustin Resident Project Group and extensive consultations informed the plans. “The completion of Phase 1 represents more than just new buildings, it's the realisation of the residents’ vision for their community,” said Philippe Bernard, CEO and Chair at Bouygues UK. "Working as both developer and contractor has allowed us to maintain our commitment to quality, sustainability, and community engagement throughout every stage of this project. We're incredibly proud to have delivered these homes in partnership with Southwark Council and, most importantly, the Tustin Estate community."

Designed by dRMM with Adam Khan Architects and JA Projects, the new homes span three locations and prioritise energy performance and liveability. Features include a highly insulated building fabric, connection to the local energy‑from‑waste district heating network, improved green spaces and landscaping, and modern layouts tailored to residents’ needs, alongside refurbishment of council‑owned terraces at Manor Grove. The masterplan targets a 94% reduction in operational carbon emissions.

Community activities have helped bring neighbours and delivery teams together as the project advances. David Banfield, Senior Project Manager at Pulse Consult, which led the project planning and programming for Phase 1 and will continue to work on the remaining phases, said: "From the outset, this project has been built on collaboration with the community and a real understanding of their needs. We’ve put clear workflows and processes in place to keep work moving efficiently, while remaining flexible to adapt as needed, always with the end users in mind. Consistent communication has been key – within project teams, the council, and most importantly the local community – ensuring everyone stays informed and engaged. This reflects a standard approach at Pulse: combining strong planning with proactive collaboration to deliver outcomes that truly meet the needs of those who will use them."

Next, Phase 2—also led by Bouygues UK as developer and contractor—will deliver 284 homes and is currently progressing through planning. On completion, the estate will comprise 355 council homes for social rent, 98 key worker homes, 17 homes for returning leaseholders and 220 market‑rent homes. It will also include a new pavilion‑style building for Pilgrim’s Way Primary School set in a central garden, at least 1,800 sqm of commercial space, an enlarged Tustin Common and extensive landscaping with pedestrian‑friendly streets.

The project is the first large‑scale development procured via Pagabo’s Developer Led Framework, setting a benchmark for effective, community‑focused renewal.
