Logic-i Group Appointed to Major Teesside Lithium Refinery Project

Logic-i Group has been appointed by Tees Valley Lithium to provide independent cost estimate assurance and validation services for the Tees Valley Lithium (TVL) Project at Billingham.

Based in Yarm, the project management specialist's involvement in this nationally significant energy transition scheme marks its continued expansion into low-carbon infrastructure and green energy sectors.

The TVL Project is poised to become the first large-scale lithium hydroxide refinery in Britain. Developed by Tees Valley Lithium, a subsidiary of Alkemy Capital Investments, the facility will produce battery-grade lithium hydroxide monohydrate to supply the rapidly expanding battery storage and electric vehicle markets. The project aims to establish Teesside as a primary hub for the low-carbon supply chain while reducing the reliance of the UK and Europe on overseas refining.

In its initial role, Logic-i Group will perform a comprehensive validation exercise aligned with AACE Recommended Practices. The focus will be on cost driver behaviour, decision quality, and delivery realism. This independent assessment ensures that project costs are complete and realistic, providing governance boards and investors with a clear view of capital estimates as the development moves toward the construction phase.

Phase one of the refinery is expected to produce roughly 25,000 tonnes of battery-grade lithium hydroxide per year—a volume sufficient to support approximately 500,000 electric vehicles. There are further plans to scale this production to 100,000 tonnes annually in subsequent phases. Following the pre-construction period, construction is anticipated to start later this year, with initial production scheduled for 2028.

Logic-i Group and Tees Valley Lithium will also investigate further opportunities to extend their partnership through the pre-construction and construction stages and into the operational phase.
