The redevelopment of the former HMP Northeye site in Bexhill has moved a significant step forward following its formal transfer from the Home Office to Homes England.
The 16 February 2026 transfer unlocks a long-identified development location that has been earmarked for housing in Rother District Council's 2019 Local Plan. The site is also a key feature of the council's emerging Local Plan, which is currently undergoing public consultation.
Homes England will now lead the delivery of the project, working in partnership with the local authority and the community to bring the site back into productive use. In the immediate term, the agency will take over site management and begin essential maintenance.
Amy Rees, Chief Executive of Homes England, said: "The transfer of the Northeye site represents not only a significant local milestone but also a clear example of Homes England's national strategy in action, unlocking public land, working in partnership with places, and helping to deliver the homes and places communities need for the future.
"This transfer means we can now start work to bring the former Northeye site back into use. By working with the council and the local community, we want to help deliver new homes that meet local needs and support Bexhill's future."
The project aligns with the recently launched Homes England Strategic Plan 2025–2030. This national mission aims to accelerate the delivery of 1.5 million new homes over the course of the current Parliament, focusing on increasing supply across all tenures and providing a significant boost to social and affordable housing.
Over the coming months, the agency has committed to close collaboration with community groups and local residents. This engagement is intended to ensure that the final proposals reflect the priorities of the people of Bexhill and support the town's long-term economic and social aspirations.
By removing traditional barriers to development and focusing on high-quality, mixed-tenure designs, Homes England aims to transform the former prison into a thriving and resilient residential community.
