Balfour Beatty Wins £315m Warwickshire Highways Maintenance Deal

Balfour Beatty has been awarded a £315 million, seven‑year highways maintenance contract covering Warwickshire by Coventry City Council, Solihull Metropolitan Borough Council and Warwickshire County Council.

The agreement marks the company's third successive term on the contract and will run until spring 2033. There is an option to extend for a further six years, taking the potential total value to up to £900 million, subject to successful delivery of the initial phase.

Delivered through Balfour Beatty Living Places, the scope includes maintaining more than 5,000 kilometres of roads and carrying out cyclical maintenance on over 55,000 streetlights.

The win builds on performance since 2011, with a record of effective asset management, value for money and strong collaboration with the three authorities.

Balfour Beatty Living Places will introduce an integrated, digitally enabled operating model with a centralised planning and permitting system, bringing together programme, performance and operational data. This will enhance council oversight and pave the way for future AI‑enabled improvements in inspections, winter planning and reactive services.

Over the last fifteen years, we have worked collaboratively with our local authority partners to build a strategic infrastructure partnership that combines effective asset management and improving services to deliver strong, measurable outcomes.

"Long term partnerships such as this are critical to the delivery of essential infrastructure, enabling sustained investment in people and services so that we can provide better outcomes for communities."

The contract will begin in spring 2026 and at peak will support a workforce of c.160, including multiple graduate and apprenticeship roles.
