Plans Approved For Next Phase Of Ashmere Development

Vistry and Latimer have secured planning consent from Ebbsfleet Development Corporation for Phase 4 of the Ashmere development in Ebbsfleet Garden City, marking a further milestone in the delivery of a major new mixed-tenure community in north Kent.

Phase 4, also known as Parcel 10, will deliver 228 new homes as part of the wider Ashmere scheme, which is planned to comprise around 2,600 homes when complete.

The latest phase will include 57 affordable homes, with the remaining properties delivered across a mix of private tenures. The tenure blend is designed to support an inclusive and balanced community while responding to continued housing demand in the area. Construction is scheduled to begin in December 2026, with the first homes expected to be handed over in winter 2027.

Phase 4 will be set within a landscape-led layout, positioned next to a proposed lake and neighbourhood green. Residents will benefit from direct access to public open space, walking routes and future recreational areas, reinforcing the garden city principles underpinning the wider development.

Progress continues across the broader Ashmere site. Phase 1, comprising 281 homes, has already been completed and occupied, while Phase 2, delivering 235 homes, remains on track for completion in summer 2026. Phase 3 is due to begin construction in February 2026 and will add a further 216 homes. Homes in Phase 2, including one- and two-bedroom apartments and three- and four-bedroom houses, are currently available for open market sale, with prices starting from £255,000.

Each phase of the development is delivering 25% affordable housing in line with the approved masterplan, alongside landscaped green spaces and play areas designed to promote healthy, safe and sustainable living.

Ashmere is being delivered in partnership between Vistry and Clarion Housing Group, with landowner Henley Camland and in collaboration with Ebbsfleet Development Corporation. The development is expected to be fully completed by 2040.

The site benefits from strong transport connectivity, including road links and access to HS1 services from Ebbsfleet International station, providing journey times of around 17 minutes to London St Pancras. A fast-track bus route is also planned to connect Ashmere with Bluewater Shopping Centre and Ebbsfleet International, enhancing local and regional accessibility for future residents.
