Marlborough Highways has secured a new long-term highways maintenance contract with Southend-on-Sea City Council, extending and expanding its existing partnership with the authority.

From April 2026, Marlborough will deliver a full-service Term Maintenance Contract (TMC) under a new seven-year agreement, with the option to extend for a further seven years. The contract is valued at up to £15 million per year.

The agreement builds on Marlborough Highways' current work in the city and will see the company continue to maintain and improve roads, footways and street lighting. Additional responsibilities include traffic management, car parks and foreshore maintenance, the delivery of civil engineering schemes, and a comprehensive winter service.

The contract will be delivered by Marlborough's local teams and draws on the company's more than 30 years of experience in maintaining and enhancing public spaces.

As part of the agreement, Marlborough Highways will support Southend-on-Sea City Council’s environmental ambitions, including investment in electric plant and vehicles as part of its move towards carbon neutrality.

Social value is also a central element of the partnership. Working alongside the council, Marlborough will support local initiatives, promote careers in the sector and create employment opportunities for residents, aligning with the authority’s wider vision for a safe, inclusive and sustainable city.
