Norwich City Council has appointed Lovell Partnership Ltd as the main contractor for the Mile Cross housing scheme.

The project will provide 67 new energy‑efficient council homes for rent, addressing local housing needs and continuing the council’s century‑long tradition of delivering affordable homes.

Councillor Beth Jones, cabinet member for housing, said: "I am incredibly pleased to see us moving forward with the appointment of Lovell Partnership Ltd. This continues our commitment as a council to delivering more sustainable, high-quality, affordable housing for our communities."

The scheme will proceed under industry‑standard contracts to guarantee quality and value for money. During the pre‑construction phase, Ovamill, appointed in September as the ground works contractor, has begun essential works for utilities and road infrastructure.

The development carries a £20.5 million budget, funded through the Housing Revenue Account. With the main works contractor now in place, detailed design and build preparations will start immediately, with construction due to begin next year.

This initial phase forms part of a wider three‑stage regeneration programme expected to deliver around 170 homes in total. Homes will feature air source heat pumps, solar panels and thoughtful interior design to help address fuel and furniture poverty. The plans also include green spaces, a play area and improved links to the city via Marriott's Way.

The council will prioritise using local suppliers wherever possible to support jobs and the local economy.
