Clarion And Hadley To Deliver 228 Social Rent Homes In Penge

Plans are moving forward to transform the Blenheim Centre in Penge into a 100% social rent residential development, with Clarion Housing Group and Hadley Property Group set to deliver more than 228 new homes for local residents.

The homes are intended for people on Bromley Council’s housing waiting list, providing much-needed affordable housing in the heart of the town. The Blenheim Centre site is owned by a joint venture between Hadley Property Group and Latimer, the development arm of Clarion, the UK's largest housing association. A minor planning amendment (Section 73 application) has been submitted to allow the entire scheme to be delivered as social rent housing.

Previously, in March 2024, Bromley Council approved plans for a mixed-use development of up to 230 homes with commercial space, with 35% of the homes designated as affordable. By working closely with the Greater London Authority (GLA) to secure additional grant funding, the partners have now identified a way to provide all homes on the site as social rent.

Situated just off Penge High Street, the development will benefit from excellent transport links, proximity to shops, the library, community amenities, and nearby Clarion homes, supporting efficient local management and community cohesion.

The revised plan includes 228 affordable homes and new ground-floor commercial units opening onto a public square. If approved, construction could start in late 2026, with completion expected by 2029.
