Kier Creates New Infrastructure Division To Drive Future Growth

Kier has announced the formation of a new Infrastructure division as part of a strategic move to support the group’s long-term growth ambitions.

The new division brings together Kier's Transportation and Natural Resources, Nuclear & Networks operations into a single Infrastructure business, combining expertise across road, rail, aviation, water, energy and environmental sectors. The move is intended to strengthen the company’s ability to deliver major projects as well as maintenance and repair services, responding to customer needs and opportunities created by the Government’s 10-Year Infrastructure Strategy and upcoming asset renewal programmes.

Kier Infrastructure will be led by Joe Incutti, formerly Group Managing Director for Kier Transportation, who brings extensive multi-sector experience and a track record in driving sustainable growth.

The reorganisation is accompanied by several updates to Kier's Executive Committee. Chief Financial Officer Tom Hinton and Group Managing Director for Construction Martin Staehr join the committee this month.

A number of senior leaders are also moving into new roles. Louisa Finlay, currently Chief People Officer, becomes Group Chief Operating Officer, adding responsibility for leading Kier’s digital transformation to her existing remit covering health, safety and wellbeing, and sustainability. James Askew, interim Group Managing Director of Construction, has been appointed permanently as Group Commercial Director, taking responsibility for commercial performance, procurement, pre-construction, business development and Kier’s 360 approach. Abi Cooke, previously head of strategy for Kier Places, joins the group functions team as Chief of Staff to Chief Executive Stuart Togwell.

Stuart Togwell, Chief Executive at Kier, said: "This is a hugely exciting time for Kier. Today’s announcements mean we start 2026 set up in the best way to support our growth ambitions and deliver exceptional outcomes for our customers.

"Bringing together our Transportation and Natural Resources, Nuclear & Networks is a natural next step for us as a Group, and creates a clear market-facing infrastructure powerhouse that combines the expertise across these two divisions and strengthens our ability to serve our customers.

"I'm also proud to see the Executive Committee shaped and ready for 2026, through welcoming new faces and moving senior leaders into roles where they can drive further high performance. This team represents stability and strength and, together with the wider business, we are ready to achieve great things this year and beyond."
