Graphene-based building technologies have played a key role in securing planning permission for a private residential development on green-belt land in Cheshire, creating what is set to become a "living laboratory" for low-carbon construction.
The Planning Inspectorate recently overturned Cheshire East Council’s original refusal, ruling in favour of the appeal by James Murphy, resident of Carlisle House on Warford Lane in Mobberley. The inspector cited "very special circumstances" related to the use of novel graphene-enhanced materials and their potential to reduce both embodied and operational carbon in construction.
The proposed development is a single-storey dwelling within the grounds of Carlisle House and will serve as a test-bed for advanced construction materials. Manchester-based climate-tech firms Concretene and Vector Labs, both operating out of the University of Manchester’s Graphene Engineering Innovation Centre, provided evidence during the appeal, highlighting the performance of their graphene-based products.
Concretene's carbon-reducing admixture will be used in floor slabs and lightweight concrete cladding, targeting a reduction of approximately 20% of cement in the build. Vector Labs is contributing graphene technologies for moth-proofed sheep-wool insulation and thermal management sensors.
Planning Inspector Mr R. Hitchcock cited "the potential social, economic and environmental benefits, alongside the compelling evidence of the importance of 'live' testing of the performance of graphene-enhanced materials" as reasons for overturning the original decision.
"Because the site is on Green Belt land, the appellants had to satisfy Policy PG3 of the Cheshire East Local Plan Strategy, which aims to prevent urban sprawl, protect the countryside, and safeguard the setting of historic towns. The ruling concluded that “the sustainability and innovative design benefits of the development… and the contribution to local housing need, when taken together, clearly outweigh the totality of the harm [to the Green Belt] identified. Consequently, the very special circumstances necessary to justify granting planning permission exist and the development is consistent with policy PG3 of the CELPS and the Framework when read as a whole."
Construction is expected to begin in Q3 2026, with planning conditions requiring performance monitoring of the building’s graphene-based technology applications for the first 10 years of occupation.
