The Crown Estate Acquires Harwell East

The Crown Estate has announced a major expansion of its science, innovation and technology portfolio with the acquisition of Harwell East, a 221-acre site adjacent to the Harwell Science and Innovation Campus in Oxfordshire. The move forms part of its plan to invest up to £1.5 billion in the sector over the next 15 years.

The development has a projected Gross Development Value of £4.5 billion and could deliver 4.5 million sq ft of office, laboratory and advanced manufacturing space alongside up to 400 homes. The site is expected to boost the UK's GDP by £2.5 billion and support 30,000 jobs nationally.

Situated within the Oxford-Cambridge Arc, an area recognised as a global hub for research and innovation, Harwell East is positioned to play a key role in strengthening the UK’s scientific infrastructure. The acquisition addresses a critical shortage of specialised lab space and mid-tech accommodation, particularly in Oxford, which has constrained growth for early-stage companies.

When developed, the site will provide long-term accommodation for science and technology businesses, supporting future expansion and meeting growing demand from the nearby Harwell Campus, which has welcomed over 50 organisations in the past two years.

The initiative aligns with The Crown Estate’s objective to create world-class lab facilities and support the UK's position as the third-largest tech ecosystem globally. It also underpins national goals to foster innovation and economic growth through investment in advanced infrastructure.

The government has identified Harwell as a strategic site for the Oxford-Cambridge Growth Corridor, recognising its concentration of talent, infrastructure and research excellence.

Planning for Harwell East is being advanced in partnership with Crucible, which is working with The Crown Estate to secure permission and unlock the site’s full potential. The concept was originally developed by Angus Horner, former Campus Director at Harwell Science and Innovation Campus.
