Persimmon Homes East Wales has secured full planning permission for a major residential scheme at Virginia Park, after Caerphilly Borough Council's Planning Committee voted in favour of the project.

The approval paves the way for 174 new homes on the brownfield site, which is allocated within the Local Development Plan. The development will offer a mix of one- to four-bedroom properties, with nearly 45% designated as affordable housing in partnership with a local Registered Social Landlord — far exceeding the council’s 7% policy requirement.

Construction is due to begin early next year, with the first completions expected by the end of 2026. Alongside new homes, the scheme will deliver significant community benefits, including financial contributions towards local infrastructure, education, leisure and recreation facilities, as well as a Community Infrastructure Levy payment of around £550,000.

Designed to meet high energy efficiency standards, the homes will help modernise Caerphilly's housing stock while supporting local sustainability ambitions. The development also addresses pressing housing needs, with more than 6,000 people currently on the borough’s housing waiting list.
