Balfour Beatty, in partnership with Laing O'Rourke and Bouygues Travaux Publics, has officially signed the Programme Alliance Agreement with Sizewell C to deliver the main civil works at the UK's next nuclear power station.
The three companies will operate as the Sizewell C Civil Works Alliance (CWA) — a strategic collaboration bringing together global engineering expertise to deliver one of the UK’s most significant infrastructure projects. The CWA will oversee a wide range of responsibilities, including enabling works, marine and tunnelling operations, main civil construction, and ancillary infrastructure.
All three firms are currently engaged at Hinkley Point C in Somerset and have been instrumental in reigniting the UK's nuclear construction sector. Sizewell C, which is based on the Hinkley Point C design, is expected to benefit from this shared knowledge, proven delivery culture, and lessons learned.

Nigel Cann, Joint Managing Director at Sizewell C, added: "This agreement ensures that our civils programme will be delivered by three companies with deep experience of building to the highest nuclear standards. Hinkley Point C has done the heroic work to restart our industry and is seeing big improvements between the construction of reactor Unit 1 and Unit 2.
"With our CWA partners, we will use replication and innovation to build on that progress and deliver Sizewell C more efficiently and with improved productivity.
"We are also clear that the project should help bring lasting change for the better to Suffolk. All the Alliance members will actively look to provide as many opportunities as possible for local people and businesses."
Preliminary works at Sizewell C began in January 2024, and the project has already met its initial milestones on time and within budget. At peak construction, the power station will employ around 7,900 people on site and is expected to support tens of thousands of jobs across the UK supply chain.
