Hull City Council's vision to transform a forgotten part of the city into a vibrant new neighbourhood is moving ahead, as ECF has been officially confirmed as the lead developer for the East Bank Urban Village project.
The council will enter into a 15-year development agreement with ECF, a joint venture between Homes England, Legal & General and Muse, for the master planning, development, and construction of the transformative scheme. The project, located on the east bank of the River Hull opposite the city's historic Old Town, is expected to deliver up to 850 new homes, alongside commercial space, infrastructure, and public realm improvements.
The East Bank Urban Village is a key element of Hull City Council’s City Plan, contributing significantly to its ambition of delivering 2,500 new homes within the city centre. Backed by nearly £10 million in Levelling Up Partnership funding, the scheme represents a major long-term investment in Hull’s future.
Planned as a contemporary urban village, the development will feature a mix of high-quality housing, ground-floor commercial uses, and a network of pedestrian-friendly streets, plazas, and green spaces designed to foster a family-friendly, community-oriented environment.
The ECF partnership brings together the strengths of three major players in regeneration: Homes England's commitment to affordable housing, Legal & General’s real estate investment expertise, and Muse’s proven track record in delivering complex urban renewal projects across the UK.
Muse, acting as development manager for ECF, will now begin essential site enabling works, including structural repairs to the Trinity Buoy Shed and the adjacent river walkway. In parallel, preparations are underway to shape a detailed design for the scheme, with a hybrid planning application expected to be submitted in 2026.
