Muse and Wakefield Council Sign Pre-Development Agreement

Regeneration specialist Muse has signed a Pre-Development Agreement (PDA) with Wakefield Council, marking a major step forward in the council's plans to revitalise the city centre.

The agreement follows Wakefield Council's earlier announcement naming Muse as its new Strategic Regeneration Partner. Together, the partnership aims to rapidly progress the next phase of regeneration under the council’s bold Masterplan for the city.

Under the PDA, Muse will work closely with Wakefield Council to lead on master planning and design, site acquisition, site investigations, and the development of funding and delivery strategies. The collaboration will also involve key stakeholders including Homes England and the West Yorkshire Combined Authority (WYCA).

The Masterplan sets out a vision to deliver more than 2,500 new homes and significant commercial space, alongside public realm improvements, enhanced connectivity, and the creation of vibrant, mixed-use neighbourhoods. The wider aim is to drive new job creation and attract investment into Wakefield's city centre.

Simon Dew, Development Director at Muse, commented: "Signing this Pre-Development Agreement with Wakefield Council marks a pivotal step in bringing our shared Masterplan vision for the city to life. By engaging at this early stage, we gain the flexibility to finetune design, progress site acquisition and delivery strategies whilst working closely with the council, Homes England and WYCA to accelerate progress and unlock funding as part of the Strategic Place Partnership. This collaborative approach will ensure we can respond swiftly to changing market and community needs, delivering high quality, sustainable regeneration for Wakefield at pace."
