Goldbeck UK has been selected to construct a new, smaller, and highly sustainable County Hall for Cardiff Council, marking a key part of the city's Atlantic Wharf urban regeneration project.
The development aims to transform the southern Butetown area of Cardiff Bay, once home to the old docks, into a vibrant cultural hub for the capital.
The local authority and Goldbeck UK have entered into a Pre-Contract Service Agreement (PCSA) to finalise the design and costs of the new County Hall. A formal Development Agreement is expected later this summer, paving the way for construction to begin.
This project is a central element of the broader £multi-million regeneration of Atlantic Wharf, which spans approximately 30 acres and is set to deliver a mixed-use development that includes restaurants, bars, leisure facilities, office spaces, residential units, hotels, and cultural venues. The area will be situated next to a new 15,000-capacity indoor arena, further cementing its place as a key entertainment and cultural district in the city.
Goldbeck, a family-owned construction giant based in Germany, will bring its innovative 'turnkey' integrated design and building process to Cardiff. The company’s unique approach, which combines design, manufacturing, and construction, has contributed to its success across European markets. The Cardiff project marks Goldbeck UK’s largest development in the country to date.
Construction financing for the Atlantic Wharf project will be provided by Goldbeck Group's investment arm, Indigo.
