Brighton & Hove Council has unveiled a list of 180 brownfield sites across the city which, if all developed, could provide space for more than 8,000 new homes.
The sites are contained on the city council's Brownfield Land Register (BLR), a government requirement aimed at helping councils develop new housing in their areas.
With 87% of the city's future housing expected to be located on brownfield sites, a government-approved City Plan blueprint for Brighton & Hove's development requires a minimum of 13,200 new homes to be built by 2030.
However, the BLR states there are problems to be overcome across many sites, ranging from contamination to complex mixed ownership. In addition, some sites are already being developed others have planning applications approved/pending and some are identified as suitable for housing but have no proposals currently linked to them.
Cllr Alan Robins said: "We do look first at brownfield sites. Homes are being built on brownfield sites right now. But clearly there are many more.
"This is about looking for potential rather than a promise to develop every site. That's not entirely within our control as nearly all sites are privately owned and some have businesses on them which we cannot lose. We're willing to work with owners and developers, big and small, to unlock these sites where possible."
Councillors will be asked to approved the annually-updated BLR list at the tourism, development and culture committee on Tuesday, 11 January.
