A council has been fined for safety failings after a worker fell from a ladder during roof repair works in Hull.
East Riding of Yorkshire Council of County Hall, Beverley, Hull pleaded guilty to breaching Section 2(1) of the Health and Safety at Work etc Act 1974. It was fined £40,000 with £644 in costs.
Hull Magistrates' Court heard how a council employee was helping to re-felt a porch roof on 23 April 2015.
However, the worker fell 2.4 metres from a ladder while descending from the roof and suffered two broken vertebrae.
A Health and Safety Executive (HSE) investigation into the incident found that the ladder was not tied and there was no edge protection in place for the porch roof.
In addition, the task had not been risk assessed and decisions regarding safety and equipment were left to the workers.
