Rooftop Housing Group has submitted a planning application to Wychavon District Council to build new flats in Evesham.
The plans would see 29 flats built on the site of a derelict factory and warehouse and a car repair garage in Brick Kiln Street in Evesham town centre.
If the plans get the go ahead, the housing group would develop 11 two-bedroom flats and 18 one-bedroom homes.
There will be a courtyard in the centre of the development, where there will also be parking, and some of the flats have been made single aspect to avoid overlooking into other properties.
David Hannon, Development Director at Rooftop, said: "We're delighted to have submitted these plans for 29 high quality affordable housing units in Evesham.
"The project will help to regenerate the local area by bringing back to life a redundant site while the design of the scheme is contemporary but also sympathetic to the surrounding properties.
"If the application is approved we would aim to start on site in the summer with a view to completing the development by spring 2016."
