Liverpool City Council has rejected an application to demolish Heaps Rice Mill, which lies in the buffer zone of the city's World Heritage site.
The planning authority said as no permission has been granted to redevelop the site, there were no detailed proposals for the restoration of the cleared land and it was considered that if left untreated it would detract significantly from the visual amenity of the area and have a negative impact on the 'buffer zone' of the World Heritage Site.
Consultations are still taking place on a planning application to develop the site.
