Wolverhampton-based construction firm Ereconomic Construction Ltd has been fined more than £6,000 after pleading guilty to breaching regulation 6(3) of the Work at Height Regulations 2005.
The case was brought after a former worker fell from a staircase during construction of a new Odeon Cinema in West Bromwich's New Square development.
The 52-year-old suffered a broken collarbone in the fall on 31 May 2013.
The company was fined £6,000 and ordered to pay costs of £1,033.
