Construction is officially underway on a landmark housing development at Victory Quay, where VIVID has appointed PMC Construction as the principal contractor.

The project, set on Portsmouth's northern waterfront at Tipner East, will eventually deliver 835 new homes, a mix of private and affordable tenures including shared ownership, sales, and social rent. The first phase will bring 183 homes, marking a significant step towards creating a new gateway neighbourhood for the city.

Victory Quay is being delivered in partnership with Portsmouth City Council and Homes England, transforming a long-unused brownfield site into a vibrant, sustainable community. Alongside much-needed housing, plans include flood defences, raised and prepared land, new essential services, and a scenic coastal path for residents and visitors.

PMC Construction has already begun site preparation and is working with local subcontractors and tradespeople. The company has also invested in future skills by hosting a workshop for aspiring apprentices.

The first phase of work includes:

• 183 new homes

• New sea wall flood defences

• Raising and preparing land for safe development

• Installation of water, electricity, and road connections

• A coastal path opening up the waterfront to the public

Groundworks will continue through the autumn, with construction carefully managed to protect the site's environment and wildlife. The first homes are expected to be completed by late 2026.
