Wates has submitted a planning application for a new development of temporary modular homes at Waterloo and Queen Street, marking a significant step forward in addressing the urgent housing needs in Havering.
The project is part of Wates' ongoing 12-year Joint Venture partnership with the London Borough of Havering, aimed at revitalising local communities and providing much-needed housing across the borough.
The initiative forms part of the broader Havering 12 Estates regeneration project, which will transform 12 estates and deliver up to 5,000 new homes over the coming years.
The planning application outlines the construction of 18 high-quality, energy-efficient modular homes, designed to provide families in immediate need of accommodation with safe, comfortable, and modern living spaces. These homes are not simply temporary solutions—they are carefully crafted to blend seamlessly with the local area, featuring thoughtful landscaping and a community-focused design.
In addition to the modular homes, the regeneration plan includes progress on Blocks 9 and 10, which will be entirely dedicated to affordable housing. These two blocks will offer 66 social rent homes (London affordable rent) and 43 shared ownership properties. Many former residents of the old Waterloo and Queen Street estate will have the opportunity to return to their community, while the remaining homes will contribute to meeting the growing demand for affordable housing in the area.
Although the first phase of the regeneration project was temporarily delayed due to new building regulations, Wates is ensuring that progress continues by prioritising the delivery of affordable homes first. The full regeneration is expected to be completed by around 2031/32, with the remaining phases on track to meet this timeline.
A key feature of the modular homes is their flexibility. When the need for temporary accommodation is no longer required in the area, these homes can be relocated to other parts of Havering, ensuring they continue to serve the community where they are most needed.
