An Energy from Waste plant at the North Yard of HM Naval Base Devonport has been recommended for approval by planners, subject to section 106 obligations being met.

Planning officers are recommending the Planning Committee grants conditional approval to the proposal.

The Local Planning Authority has published the report about the proposal which considers the application to build the plant at Devonport Dockyard's North Yard.


The Energy from Waste Plant proposed includes electricity cable connections to the national grid and steam pipe connections into the dockyard, it could also provide landfill, energy, cost and carbon emission savings for the naval base, dockyard and wider sub regional area.

The report looks at a wide range of issues including quality of design, visual impact, noise, emissions, transport, design, landscape, biodiversity, impacts on the environment, community facilities, infrastructure and takes into account the advice from relevant agencies.

It also carefully considers all the representations made on the planning application, both for and against the proposed development.
