The City of Lincoln Council has selected leading national contractor GRAHAM to design and construct the next stage of its flagship Charterholme development.
Covering around 240 hectares, the scheme proposes up to 3,200 new homes alongside a local centre, a primary school and land set aside for commercial, employment and recreational uses, supported by extensive green infrastructure.
A network of new routes will be created, including dedicated cycling and walking facilities, to promote sustainable travel and bolster the resilience of Lincoln's wider transport system. A proposed 'spine route' through the site will form a central element of the movement strategy.
The project is being brought forward by the primary landowners — City of Lincoln Council and Lindum Western Growth Community Ltd — and is regarded as one of the city's most significant growth opportunities, aimed at delivering a sustainable, well-connected community.
GRAHAM's latest commission follows its early completion, in December 2025, of the Tritton Road gateway and railway bridge infrastructure works.
Throughout 2026, GRAHAM will progress detailed designs, with main construction expected to begin in 2027, subject to planning and other statutory consents, as well as final budget approvals.
This next phase includes a new link road tying into the Phase 1a western access from Skellingthorpe Road (delivered in 2024) and the Phase 1b eastern access from Tritton Road (delivered in December 2025). The package also covers street lighting, drainage, landscaping and new utility infrastructure, plus the upfilling of nearby plots to prepare them for housing.
Archaeological investigations across the site are scheduled for this summer and autumn as part of enabling works ahead of the main construction programme.

Charterholme is one of four Sustainable Urban Extensions identified in the Central Lincolnshire Local Plan (adopted April 2023) to support the area's future growth. It is the closest SUE to the city centre and the principal site for sustainable housing growth within Lincoln.
