Norfolk County Council has selected Costain to finalise the detailed design and construct the West Winch Housing Access Road scheme close to King's Lynn.
The new 1.5-mile route will link the A47 to the current A10, serving a planned Growth Area south of King's Lynn that is set to accommodate up to four thousand new homes. Following its opening, the newly constructed road will be integrated into the A10.
Costain's scope of work includes the design and construction of the new road, alongside the installation of new roundabouts to offer entry points into the upcoming residential areas. Additionally, the infrastructure solutions firm will construct a cycle path adjacent to the new route and dual slightly less than one mile of the A47 trunk road. The contract represents a major portion of the total £122m project cost, with detailed design work scheduled to begin this year and construction projected to start in 2027.

The appointment allows Costain to leverage its existing infrastructure delivery experience across the East of England spanning the energy, water, and road sectors. The firm holds a leading position on the Eastern Highways Alliance Framework, through which it delivers highways upgrades across 11 local authorities in the area. Costain has also upgraded 1,625km of gas mains for Cadent to supply new mains to 168,000 homes, and is currently constructing hundreds of kilometres of new water pipeline as part of Anglian Water's Strategic Pipeline Alliance to protect the region against water scarcity and climate change.
