Uttlesford District Council Secures Double Victory at 2026 Planning Awards

Uttlesford District Council is celebrating a significant milestone after its Planning Team was named Local Authority Planning Team of the Year at the 2026 Planning Awards. The team also took home the prestigious Editors' Award, which represents the highest-rated entry across every category at the event.

The dual accolades recognise a substantial turnaround for the planning service, which has evolved into a national model of best practice that now provides support to peer authorities across the country.

The council's planning function was originally designated by the government in 2022 due to a high volume of major planning decisions being overturned on appeal. By 2023, the department also faced potential government intervention because it lacked an up-to-date Local Plan. In response to these challenges, the local authority initiated a comprehensive improvement programme designed to reshape the service, restore confidence, and secure long-term, measurable progress.

Throughout the last four years, the Planning Team has successfully stabilised its staffing levels, lowered its dependence on agency staff, enhanced its leadership structure, and implemented new performance tracking systems alongside sector specialists. The speed and quality of local decision-making saw a dramatic improvement starting from 2024, leading to a sharp decline in appeal overturns. Consequently, the council was formally de-designated in 2025 after proving it could deliver consistently strong performance.

Additionally, the team successfully guided the district's new Local Plan through its examination stage last year. This milestone led to full adoption, replacing a former plan that was more than twenty years old. Over the same period, the department managed high-quality, sustainable developments across the district, including overseeing major strategic applications such as the expansion of London Stansted Airport.

Currently, the team collaborates with the Local Government Association's Planning Advisory Service to share its experiences and mentor other local authorities aiming to upgrade their own services. Judges at the Planning Awards commended Uttlesford's planners for a "truly impressive" turnaround, their dedication to community-focused and sustainable development, and the inspiration they provide to the wider sector.

Cllr John Evans, Portfolio Holder for Planning, said: "This is an extraordinary moment for Uttlesford. The Planning Team has shown what can be achieved through determination, professionalism and strong leadership.

"To win both the Planning Team of the Year award and the Editors' Award is a testament to the hard work of our officers and the renewed confidence they have built with members, partners and our communities."

Chief Executive Peter Holt added: "The transformation of our planning service is one of the council's greatest achievements in recent years. The team has delivered lasting improvements, an adopted Local Plan, and developed a culture of excellence that is now recognised nationally. We are immensely proud of their success."

The 2026 Planning Awards were evaluated by a panel comprising 24 leading industry practitioners and received support from the Planning Officers Society.
