Costain has been selected by the Dover Harbour Board to deliver critical utility upgrades under its new Project Contractors Framework. The appointment, announced today, 7 May 2026, will see the infrastructure solutions company play a key role in supporting the Port of Dover's 2050 Masterplan.
The Project Contractors Framework is designed to commission civil engineering, building, and utility works across the port to enhance capacity for international trade and travel. The total value of the framework is estimated at up to £235m, divided into four distinct lots.
Costain has secured a place on Lot 1, which focuses on Utilities. Over the next six years, the company will be responsible for the refurbishment and replacement of essential utility distribution systems. A primary focus of the work will be enhancing asset value and embedding decarbonisation throughout the port's infrastructure.
Jonathan Willcock, Managing Director of Transportation at Costain, commented: "This award is testament to our strategy of being positioned in growing markets where significant long-term investment is being made to meet critical national needs. We're excited to play a key role in maintaining Dover's status as a leading global maritime hub. Upgrading the port's utilities infrastructure will help build resilience in the UK's capabilities in international trade while at the same time create prosperity at a local and national level."
The Port of Dover is a vital component of the UK's international trade network, and the upgrades are intended to drive economic development, create new jobs, and foster skill development.
Chris Hughes, Business Transformation Director at the Port of Dover, added: "Costain's appointment to the Project Contractors Framework reflects its technical expertise and track record in delivering complex infrastructure projects. The port is investing in critical upgrades to our utilities infrastructure that will strengthen resilience for UK international trade and support economic growth. We look forward to collaborating closely with Costain to ensure these projects are delivered safely, efficiently and to the highest standards."
